The draft Financial Plan incorporates a proposed 3.98% property tax increase for 2010. This increase is required to fund a number of budget challenges in 2010, including collective agreement increases, operational and inflationary increases.
Utility operating budgets for 2010 include the Electrical, Water, Sewer and Solid Waste Utilities. Utility rate increases are 7.6% for Water, 3.8% for Sewer and 5.5% for Solid Waste to address the increases in the 2010 GVRD rates charged to the City. The Electrical Utility rates for 2010 will be set in March / April and will follow BC Hydro’s rate increases to the City.
The proposed General Fund capital budget for 2010 is $65 million and the capital budgets for the Utilities total $14 million.
