Review of Council Remuneration Policy

Review of Council Remuneration Policy
April 29, 2010

An open delegation period to discuss the proposed update to Council’s Remuneration will be held in Council Chambers during a Regular meeting of Council on May 17, 2010 at 7:00pm.

In accordance with the City’s Council Remuneration Policy, every three years the City undertakes a review of Council’s stipend with full public review to set Council’s base compensation level for the next three years.

Council’s remuneration is determined by a mathematical formula that uses remuneration data from several Metro Vancouver municipalities and economic indicators. The formula calculates a minimum and maximum increase. Historically, Council has tried to maintain an annual remuneration rate close to the Metro Vancouver average.

The results are as follows:

      2010 Increase Range
  Current Rate
Metro Avg. Minimum Maximum
Mayor $81,987 $86,878 $76,064 $97,693
Council $31,534 $34,089 $28,205 $39,973

Proposed Council Remuneration Policy Changes

The following changes are proposed to the Council Remuneration Policy:

  • Remuneration will be increased within the 2010 range outlined above
  • The method for calculating annual remuneration between the three year policy reviews has been revised to better reflect annual economic indicators and market trends
  • Councillors will receive health benefits equal to those received by exempt staff
  • Mayor and Councillors will receive a separation allowance upon their departure from office

Copies of the Council Remuneration Report, revised policy document and comment sheet will be available on the City’s website and for pickup in the Human Resources Department, City Hall, 511 Royal Avenue during regular business hours beginning Monday, May 3, 2010. Comments regarding this matter are due by May 14, 2010 and may be forwarded in writing to Joan Burgess, Director of Human Resources, by mail, fax (604-527-4619) or email ().
