Brow of the Hill Neighbourhood Traffic Calming Plan - Update

On October 4, 2010 Staff from the City of New Westminster presented the Brow of the Hill Traffic Calming Plan – Supplemental Review at the Committee of the Whole Meeting.

The following is an update on implementation of the Brow of the Hill Traffic Calming Plan.
Phase 1. - 2011
• Interim closure of access to / from Stewardson Way – March 15
• Traffic diverter on 3rd Ave. at 12th St. – April 15
• Speed humps – 4th Ave. – March 15
• Raised crosswalk and left turn restriction – Queens Ave. – March 15
• Traffic signal – 12th St. / 3rd Ave. intersection – June 30
• Curb extensions and raised crosswalks (various locations) – May 30

Phase 2. – 2012
• Permanent barrier installation – Stewardson Way
• Additional speed humps – 4th Ave. (dependent on monitoring results)
• Additional speed humps & traffic circle (dependent on monitoring results)
• Curb extensions and raised crosswalks (various locations)
 


Following a meeting with local business owners, the draft Brow of Hill Traffic Calming Plan was amended to address business access requirements at minor roads at 13 Street and at McPhadden (laneway) at Stewardson Way. The amended Brow of Hill Traffic Calming Plan accompanied by a staff report was presented to Council at their meeting of 14 June 2010. Council resolved:

THAT The Brow of the Hill Traffic Calming Plan, as set out in the June 14, 2010 report from the Director of Engineering Services, be approved;
THAT staff implement the traffic calming measures set out in the report; and
THAT staff look at traffic calming treatment of Queens and Fourth Avenues.

Next steps include:

  • design and implementation of trial measures on Stewardson Way at minor streets, and on Third Avenue east of Twelfth Street with monitoring to follow;
  • evaluating and implementing crosswalk enhancements
  • implementing speed humps, curb extensions and parking restrictions; and
  • a further review of Queens and Fourth Avenues is being conducted, findings of this review will be reported back to Council


Results from the Neighbourhood Survey and the Draft Brow of the Hill Traffic Calming Plan were presented to members of the City's Neighbourhood Traffic Advisory Committee at their meeting of 19 May 2010. Following discussions, the Committee recommended: 

THAT Council approve the (Draft) Brow of the Hill Traffic Calming Plan as amended accompanied with analysis of access requirements of the businesses affected by the plan along Stewardson Way.  Council will be reviewing the Brow of the Hill Traffic Calming Plan at the meeting of June 14, 2010.

 



On April 27, 2010 Staff from the City of New Westminster presented the Draft Brow of the Hill Traffic Calming Plan at the Brow of the Hill Residents Association Meeting. A map illustrating the Draft Traffic Calming Plan as well as a survey has been mailed out to residents and businesses in the Brow of the Hill Neighbourhood to obtain feedback on traffic calming and safety measures proposed.
 


 

City staff attended a recent Brow of Hill Residents Association meeting held on February 16, 2010. The process to date and preliminary survey findings were presented. To provide an opportunity for more participation, the Brow of Hill Resident Survey period will be extended until March 5, 2010.

On January 12, 2010 the City of New Westminster, and their consultants Opus International, presented an update on the Brow of the Hill Traffic Calming Plan including information, evaluation and potential solutions (see presentation). Potential solutions include road closures along Stewardson Way as well as at Third Avenue at Twelfth Street. A detailed map outlining the recommended solutions was provided.

Survey results regarding the draft solutions map (dated January 12, 2010) are now in, please view the summary report. City staff together with their consultants are now in the process of preparing the draft Traffic Calming Plan by incorporating feedback in concert with technical information.
