In most circumstances a fill permit is required before any soil can be deposited on property within the City of New Westminster. A formal review would begin once an application form has been filled out and the application fee is paid . The requirements under the City's Soil Deposit Bylaw 7102, 2006 must be addressed before a fill permit will be issued.
