Parking Services

Parking Services is responsible for the enforcement of the Street and Traffic Bylaw 6027 as approved by City Council.  We assist in ensuring the safety of motorists and pedestrians, respond to requests and complaints from the public, and monitor the use of permits.

Pay Parking Stations in Sapperton

In 2010, the City removed the parking meters in Sapperton along East Columbia Street between Sherbrooke Street and Eighth Avenue/Braid Street for utility upgrades and street improvements. The meters are being replaced with blue Pay Parking Stations that have been located at convenient intervals along East Columbia Street and will start operation March 14, 2011.

Information on what to do if you receive a parking ticket:

A Bylaw Offence Notice (or parking ticket) is issued when a vehicle is found to be in violation of a City Street Traffic Bylaw.  If you receive a ticket, it’s encouraged that you respond to our office with your decision to (1) pay the ticket or (2) advise that you wish to dispute the ticket.

By taking no action, it only prolongs a process in which the fine owing increases if not paid or responded to within 14 days of the date of issue.

In some cases individuals who fail to respond to Bylaw Offence Notices are “personally served” with a Summons to attend Court.  Failure to respond to this Summons can result in an Arrest Warrant being issued for the individual.  Individuals who ignore Bylaw Offence Notices risk having their vehicles impounded if found to be in violation at a later date.

How to Pay a Parking Ticket?

Payments can be made in person, online or via mail (see below).  Please include a copy of the violation ticket or reference the ticket number with payment.

How to Dispute a Parking Ticket?

The Bylaw Notice Dispute Adjudication System allows municipalities to deal with bylaw disputes at the local level. If you wish to dispute a Bylaw Offence Notice you are required to apply in writing by completing a Bylaw Notice Dispute Form to the Parking Services Office within 14 days of receiving the Notice. As part of the dispute process, you will discuss your case with a Screening Officer who will consider all the facts and any special circumstances and based on set criteria, the Officer may uphold or quash the ticket.

If after speaking to a Screening Officer you still wish to have an adjudicator hear your case, you will be given a date for adjudication, which is held at the City of New Westminster City Hall. You have the option of making your representation in writing, by phone or in person. If you are not successful in the dispute, you are required to pay the full fine and a $25 adjudication fee.
