Appear as a Delegation before City Council

A person or organization wishing to share their views with New Westminster City Council may appear as a delegation at a Regular Council meeting. Complete a "Request to Speak" form. The form is available on the Tuesday preceding the meeting date and must be submitted by 12 pm on the day of the meeting. 

Delegations may appear before City Council either virtually by telephone or video conference or in person in the Council Chamber at City Hall.

Delegations have up to a maximum of five minutes to speak to Council and may speak about any topic, with the exception of land use bylaws under certain circumstances. Review delegation rules and exceptions for land use bylaws.

Sign up to delegate before City Council in one of the following ways:

1. By submitting a Request to Speak form;
2. By emailing , with your name, phone number, email address, and a short description of your topic; or,
3. By calling 604-527-4523 and providing your name, phone number, email address, and a short description of your topic.

Delegation submissions will be confirmed by email by 2:00 pm on the day of the meeting.

Public Hearings are open to everyone. All persons who believe that their interest in property is affected by a proposed land use application are welcome to speak at the Public Hearing or submit written comments.

Attend the Public Hearing in-person and share your views. Advance registration is recommended but not required for in-person speakers. Alternatively, register in advance by no later than 12:00 p.m. on the date of the Public Hearing to speak virtually by computer, smart device, or phone. To register, you must complete and submit a Request to Speak Form. Once registered, details needed to participate virtually will be shared.  Speakers will be given up to 5 minutes to share their views. If you are unable to attend, or if you wish to submit your comments in written form, you may do so as follows:

All submissions will form part of the public record of the Public Hearing and be published on the City’s website. Once the Public Hearing has concluded, no further information or submissions may be considered by Council.

How will staff and the meeting chair (the Mayor) know who I am?

Please be sure to enter your first and last name when you join the Zoom webinar, so that we can identify you as a registered speaker. Often, Zoom names can reflect the device (i.e. iPad 2) and not the user's name. 

I registered in advance, how do I know when it is my turn to speak?

Registered speakers will be called on in the order in which their registration was received.

If you have joined virtually on the Zoom webinar and your name is clearly identified, unmute your microphone and begin addressing Council when invited to speak.

At that point, you will have five minutes to speak. A buzzer will end your time.

After you are finished speaking, the Mayor will ask if Council have any questions for you in relation to what you’ve spoken about. If there are no questions, you will be muted.

If you have more to say, click “Raise Hand” or press *9 on your phone keypad when the Mayor calls for additional and second-time speakers.

I didn't register in advance for the public hearing. When can I speak?

After registered speakers have been heard, the Mayor will call for additional speakers. Click the “Raise Hand” button in the Zoom window, or press *9 on your telephone keypad to indicate that you want to speak.

I want to show a presentation when I speak. What do I have to do?

If you would like to share any documents or a PowerPoint presentation during the Public Hearing, please send your presentation to  no later than noon on the Wednesday before the hearing.

When you are speaking to Council, your presentation will be displayed on Zoom and on the video of the meeting. The City Clerk will advance the slides for you. When you are ready to move to the next slide, simply say: "Next slide, please."
