How to Submit a Formal Application

To submit a formal development application, the following authorization materials are required for all applications:

  • Title search (not more than 30 days old);
  • Copies of all encumbrances on title;
  • Letter of authorization from owner(s) to make an applications and all supporting documents;
  • Application fee; and
  • Application form.

In addition to the above noted documents additional materials, as outlined in the Application Submission Materials document, are required for Large Scale and Small Scale projects.

Once the required documents are provided, a planner will review the submission for completeness and will identify any additional relevant documents. An application will not be considered complete until all required documents are submitted. Only complete applications will be circulated to other City Departments for review. Additional documents may be identified through staff review, based on unique aspects of the site and/or proposal.

To submit a formal application, please provide all materials to the Planning Division by email at . Following receipt of the application materials, Planning staff will review for completeness and then provide the relevant application form(s) and fee slip(s) and coordinate payment.

Once a complete application including the application fee has been provided, a formal letter acknowledging application receipt will be provided and the application(s) will be assigned to a Planning Division file manager.
