2024 Proposed Development Cost Charges (DCC) Inflationary Update

The City of New Westminster is proposing to increase Development Cost Charges (DCC) to address inflationary cost increases. The rate will be limited to the 2023 Vancouver Consumer Price Index (CPI) of 4.3%. The rate increase will apply to all of New Westminster’s DCC charges. The effective date of the new rates is proposed for August 1, 2024.

The Local Government Act (LGA) provides special protection for in-stream:

  • Building permit applications
  • Subdivision applications, and
  • Precursor applications (Re-Zoning and Development Permits).

To avoid the new DCC charges, these applications must be in prior to the effective date, AND

  • Building permits/subdivision must be granted within one year of the effective date; or
  • Re-zoning and Development Permit applications must result in building permit issuance within one year of the effective date.
