Cumberland Street Rail Crossing Upgrades
Anticipated completion: AugustProject Information
The City of New Westminster has contracted Winvan Paving to complete the upgrades at the Cumberland Rail Crossing and the work is set to start September 17, 2025. The project includes upgrading the sidewalk facility between the Central Valley Greenway (West side of East Columbia) and the Brunette Fraser Regional Greenway (Sapperton Landing Park) from a 2 metre wide sidewalk to a 3.0 metre wide multi-use path (MUP). The project is anticipated to be completed in August.
Traffic Impacts
Access to and from the Sapperton Landing Pump Station and Park will be experience intermittent disruption during construction. Mitigation measures include a pedestrian and cyclist detour during sidewalk ramp closures and traffic control personnel assistance. The contractor is scheduling work activities to minimize disruptions as much as practicable.
Travel in both directions on East Columbia will be impacted during installation of the new curbs, crossings and associated let-downs. Lane closures may be in effect during working hours. Expect delays.

East Sixth Avenue Traffic Safety Improvements
Anticipated construction dates: February - August 2026Project Details
The City of New Westminster will be undertaking transportation upgrades along East Sixth Avenue between McBride Boulevard and Cumberland Street to enhance safety and accessibility for people walking, cycling, taking transit, and driving. These improvements will support improved access to the təməsew̓txʷ Aquatic and Community Centre and were identified as a priority in the City’s Active Transportation Network Plan (ATNP), adopted by Council in 2022.
The project includes a range of safety and accessibility enhancements, such as a new traffic signal at the intersection of Cumberland Street and East Sixth Avenue, intersection upgrades at Glenbrook Drive, improved access to bus stops, upgrades to the protected bike lane, new curb ramps, and enhanced street lighting. Both laneways serving təməsew̓txʷ will also be upgraded to improve pedestrian safety, along with new asphalt paving.

July 17, 2026
Traffic Impacts
East Sixth Avenue will continue to see single-lane traffic at times, with flaggers on site to manage traffic flow. During work at the McBride Boulevard corners, those corners may be closed with associated lane reductions. Closer to the end of the project, the road will be fully closed for a few days during final paving. A notice will go out once dates are confirmed.
TACC Entrance on Sixth Avenue Closures
The təməsew̓txʷ Aquatic and Community Centre (TACC) entrance on Sixth Avenue may be temporarily closed while construction in this area is underway. TACC patrons are encouraged to use the Seventh Avenue entrance during these closures. The Sixth Avenue entrance will always be fully open after 3 pm.
Bus Stop Notice
- The bus stop currently located in front of TACC will be temporarily relocated to in front of 479 Cumberland Street.
- The bus stop on the south side of E. Sixth Street near McBride Boulevard will remain open throughout construction.
- The bus stop on the south side of E. Sixth Street near Cumberland Street will be temporarily closed as required.
- The bus stop in front of Queen’s Park, north of E. Sixth Street near McBride Boulevard, will also be temporarily closed as required.
Remaining Work
The East Sixth Avenue Traffic Safety Improvements project is nearing completion, with substantial completion expected by mid- to late August 2026. Remaining work includes:
- Bike lane asphalt – Final curbing is being poured and grading completed ahead of asphalt paving on the multi-use pathway (MUP).
- Street light energization, Sixth Avenue and Cumberland Street – Streetlights and poles are installed; the traffic signal controller will go in over the coming weeks to activate the new lights.
- Sixth Avenue and Glenbrook Drive crosswalk – Both intersection corners will be rebuilt with new wheelchair letdowns, the median shortened, and a new, widened crosswalk installed.
- Bike lane at the Sixth Avenue Firehall – The sidewalk will be narrowed to fit a 1.5 m bike lane, and both letdowns at the adjacent intersection will be built for the MUP.
- McBride Boulevard intersection corners – Construction begins shortly; some work will occur at night.
- Lane exiting TACC to Cumberland Street – This lane will be repaved, with sections of adjacent sidewalk reconstructed.
- Full road paving on Sixth Avenue and median construction at the existing pedestrian crossing – Final curb-to-curb paving and median construction will require a full road closure for a few days.

The intersection of Cumberland Street and East Sixth Avenue will be reduced to single-lane traffic at times, with temporary no-parking restrictions in effect near the intersection. Flaggers will be on site to manage access, and work areas at the four corners will be adjusted as needed, as shown in the image above.

Rotary Crosstown Greenway (5th - 8th Street)
Anticipated completion: June 2026Project Details
The City of New Westminster is enhancing the Rotary Crosstown Greenway along Seventh Avenue between Fifth and Eighth Streets to provide a safer, more comfortable, and attractive route for people of all ages and abilities to walk, bike, and roll.
As part of this work, the corridor will be upgraded with protected bike lanes, improved pedestrian crossings, new landscaping, and refreshed road surfaces. A mid-block raised crosswalk between Sixth and Eighth Streets will increase safety and visibility for pedestrians. The design reflects feedback gathered through public engagement and supports the City's broader goals for active transportation and accessibility.
Construction is now underway and will be completed in phases to minimize disruption.

We are nearing completion of the final phase of construction on the Rotary Crosstown Greenway. This work includes final touch ups of the concrete medians, signage installation, and line painting.

Seventh Street - ATNP Year 1 Implementation
Anticipated completion: Spring 2026Project Details
The City of New Westminster is upgrading Seventh Street between Queens Avenue and Sixth Avenue as part of Year 1 implementation of the All Ages and Abilities (AAA) Active Transportation Network Plan. This project is designed to improve safety, comfort, and accessibility for people walking, cycling, and rolling through the Uptown neighbourhood.
The improvements will include:
- New protected bike lanes
- Upgraded pedestrian infrastructure
- Enhanced street features and traffic calming
- A permanent conversion of Seventh Street to a one-way northbound configuration from Queens Ave to Fifth Ave.
Construction will be completed in phases to minimize disruption to residents and businesses.

Project Update
We are excited to announce that the Seventh Street project has officially reached total completion. All outstanding work, including the final spring touches and minor repairs identified during our inspections, has been successfully finished.
The corridor is now fully operational in its final design. As we settle into this permanent layout, we want to ensure everything is working exactly as intended:

What's Next: Traffic Study & Assessment
With total performance achieved, the Transportation Department is now moving into the formal evaluation phase. We will be launching a comprehensive traffic study to monitor the project’s performance in its completed state.
This study will analyze:
- Design Impact: Measuring how the new infrastructure has improved safety and accessibility for all road users.
- Operational Flow: Evaluating how current traffic and parking patterns compare to our initial projections.
- Future Adjustments: Identifying if any further refinements or minor adjustments are necessary based on real-world data and community feedback.

2025 Queensborough Shoreline Rehabilitation Project - Location 2

We are pleased to announce that the shoreline rehabilitation work at Location 2 has reached substantial completion. All identified construction deficiencies have been addressed, and the site has now transitioned into the final phase of the project.
Vegetation Establishment Period
The project is currently in the vegetation establishment period. This phase is essential for the long-term health of the shoreline, allowing new plantings and stabilizing greenery to take root. During this time, our teams will monitor the site to ensure the natural elements are thriving and providing the intended erosion protection and habitat support.
Project Timeline
- January – February: Completion of major civil and structural dyke works.
- February 28: Target date for substantial completion of civil works.
- Spring 2026: Final mobilization for site reclamation and seasonal planting.
What's Next
Total Completion
We remain on target to achieve Total Completion by the end of May.
A Note to Residents: As the new vegetation is still in a delicate stage, we kindly ask for your cooperation in keeping off the newly planted areas to ensure the restoration is successful.

PROJECT DETAILS
Construction of Location 2 of the Queensborough Shoreline Rehabilitation is scheduled to begin in October 2025, with final completion expected in Winter 2026. This phase builds on the successful stabilization works completed in Location 1 and continues the City’s commitment to enhancing shoreline resilience along the Queensborough foreshore.
The Queensborough Shoreline Rehabilitation Project focuses on rebuilding and reinforcing a section of the dyke to enhance its structural stability and resilience. The project involves the removal of invasive plant species, unsuitable soils, and outdated materials, followed by the import of structural fills and rock to strengthen the shoreline. These improvements are critical for protecting the dyke against erosion and ensuring its long-term reliability for flood prevention.
In addition to the structural enhancements, the project includes a comprehensive re-vegetation plan. Native and non-invasive plant species will be introduced to restore the natural environment, enhance the ecological health of the shoreline, and improve the visual appeal of the area. This rehabilitation effort reflects the City’s commitment to sustainable infrastructure and environmental stewardship.
Construction of Location 1 was completed in July 2025. The work included removing unstable timber and debris, reshaping the slope, placing geotextile and protective rock armor, and implementing native shoreline plantings. These measures have strengthened the dyke, improved habitat function, and enhanced visual quality along the waterfront.
