Community Liaison Officer Program

The Community Liaison Officer Program (CLOs) is one of the many components of the Crises Response Pilot Project.
CLOs are able to assist with a number of different calls, including:
- Receiving reports of a tent or structure around a public space like a community centre.
- They can receive reports of drug paraphernalia, remnants of a possible encampment, and/or biohazardous/human waste.
- They can also receive reports related to a person and/or their belongings impacting pedestrian traffic or spaces like fire exits.
- They can redirect a call you're unsure about to the appropriate resources as needed.
How do I get in touch with a CLO?
You can either email them, call them, or text them.

Please note that simply emailing, calling, or texting a report does not mean an automatic response. CLOs are required to call the person reporting the incident back.
When you reach out to CLOs, please give the following:
- The requestor's name and contact number. This is required so CLOs can reach out for more details.
- An address.
- The reason for the call (for instance, is there a tent/structure?).
- Have police and/or fire been notified?
- Any other details you believe may be relevant to the report.
What is the difference between the Crises Response Outreach Team (CRT Outreach) and the CLOs?
CLOs are meant to address some of the other impacts from the three crises: as an example, a blocked doorway, or helping with a report of a tent or similar structure in the community.
CRT Outreach takes a person-centred approach and is focused on providing support and connections to those who have living experience of the three crises: homelessness, mental health and substance use. If you know of someone who needs help connecting to faith-based or not-for-profit partners in the community, then CRT Outreach can assist.
