New Westminster, B.C., Canada – The City of New Westminster is pleased to announce the appointment of Blair Fryer as the City’s Director of Community Services. Blair joined the City of New Westminster in 2008 as the manager of the newly created Corporate Communications division, and has held increasingly senior roles over the years, including most recently Acting Director of Community Services.

“I’ve had the pleasure of working with Blair since he started at the City of New Westminster. He’s shown tremendous commitment and leadership as he has taken on increasing responsibility over the years, and I am confident in his ability to lead this new department and coalesce its diverse teams in order to successfully serve our community,” said Lisa Spitale, Chief Administrative Officer.

Blair has a bachelor’s degree in communications and political science, and a master’s degree in public administration, as well as over three decades of experience working at all three levels of government. Prior to joining the City, Blair held senior roles in public relations and ran his own communications and business development consultancy. A long-time resident of New Westminster, Blair raised his family here.

“It’s a real privilege to serve my community and I’m excited to take on this new role,” said Blair Fryer. “The new Community Services department has a very strong and talented team of staff and we’re eager to continue our work advancing the goals of Council, business and residents.”

Community Services is a new department formed in 2024. It is comprised of several community-facing teams that previously operated under the Office of the Chief Administrative Officer or Parks and Recreation departments, including: Economic Development and Business Licensing, Corporate Communications, Public Engagement, Conference Services (Anvil Centre), Cultural Services (arts, theatre, and heritage), and Community Partnerships (special events, community grants, filming, and volunteer services).
