Non-Resident Property Electors (NRPE)
If you own property in New Westminster but live in another municipality in British Columbia, you may still be eligible to vote in the City election as a non-resident property elector.
Who is eligible
You may register as a non-resident property elector if you:
- are a Canadian citizen
- are 18 years of age or older on general voting day ( October 17th)
- have lived in British Columbia for at least 6 months immediately before registering to vote
- have owned property in New Westminster for at least 30 days immediately before registering
- live somewhere other than New Westminster
- are not disqualified by law from voting in a local election
Before You Register
Please note:
- You cannot register as a non-resident property elector if you are already registered as a resident elector in New Westminster
- Only one owner may register for each property.
- You may only register once, even if you own more than one property in New Westminster.
- If the property has more than one owner, written consent from a majority of the owners is required.
- Your application must be signed in front of a witness, who must also sign the form and provide their residential address unless they are an Election official.
- Registering with the City as a non-resident property elector does not add your name to the Provincial voters' list.

There are several ways to submit your application to register as a non-resident property elector:
- Register in advance (Recommended)
Submit your completed registration forms in person at the City by appointment before September 1st. Appointment requests can be made here.
- Register when you vote in person
You may register at a voting place on an advance voting day or on general voting day. Bring your completed forms with you to the voting place.
- Register while applying to vote by mail (Request to Vote by Mail applications open August 31st)
If you are voting by mail, you may complete your non-resident property elector registration as part of that process.
What you will need
To register, be prepared to provide:
- a completed non-resident property elector application form including consent from a majority of registered owners, if the property is jointly owned
- 2 pieces of identification with your name
- 1 identification that includes your address
- 1 identification that includes your signature
- Proof of New Westminster property ownership, such as a property tax notice, assessment notice, or certificate of title
