Council Decisions

1. THAT the Ethics Commissioner's Redacted Summary Report dated August 10, 2026 be accepted; and

2. THAT, having considered the factors set out in section 76 of the Council Code of Conduct Bylaw No. 8408, 2023, the Respondent:

a. provide a letter of apology to the complainant for the Respondent's accusation and this letter be published;

b. be provided with additional training on understanding:

i. procedural rules, including the closed-meeting rule;

ii. the importance of ensuring respect and decorum in open chambers, including a shared responsibility to ensure audience members are respectful to all City staff and Council members;

as per the Ethics Commissioner's recommendation at paragraph 32 of the Redacted Summary Report dated August 10, 2026.
