City of New Westminster appoints Donnie Rosa as new CAO

New Westminster, B.C., Canada – The City of New Westminster is pleased to announce the selection of Donnie (Donna-Lynn) Rosa (she/her) as its new Chief Administrative Officer. Donnie steps into the role following the upcoming retirement of long-time CAO and municipal leader, Lisa Spitale, who has provided outstanding leadership to the organization for over 33 years, with 12 years as the CAO. The hire was made following a comprehensive search process, in collaboration with the City of New Westminster Mayor and Council, City staff, and Harbour West Consulting.

“We are excited to announce the hiring of Donnie Rosa as our new Chief Administrative Officer,” said Mayor Patrick Johnstone. “Donnie is an inspiring leader with a solid track record in local government and housing, and is joining us at a critical time as municipalities regionally and nation-wide work to address overlapping challenges. Along with my Council colleagues, I’m confident she will bring critical oversight and inspiration to City teams that continue to deliver quality services for the community.”

Donnie Rosa brings proven experience of transformational leadership, collaborative governance, and community-centred service. With a career rooted in building welcoming, resilient and people-focused organizations, she has led complex teams through change while fostering strong relationships with councils, boards, First Nations governments and community partners. Known for her integrity, compassion and strategic vision, Donnie aligns deeply with New Westminster’s values and its commitment to inclusive growth, operational excellence and civic pride. She is poised to make a meaningful impact as she leads the City into the future.

“I am eager to join the New Westminster team in the New Year. This is clearly a passionate and capable group who understands the importance of working together and in partnership with the community to achieve outcomes that contribute to the quality of life for all,” said Donnie Rosa. “I come to this role with intention to learn from the team and invested community members – all who want to see New Westminster be a place where people feel welcome, safe and proud to call home. I am humbled that Mayor and Council have invited me to join the team.”

Donnie Rosa has been named to the Vanmag Power 50 list three times, holds a M.A. diploma in Municipal Leadership from the Schulich School of Business at York University, a micro-credential in Climate Action Leadership with M.A. underway from Royal Roads University, and a B.Sc. with Honours in Communications from Northeastern University. Donnie starts with the City of New Westminster on January 5, 2026.
