
BACKGROUND
Detailed design has been completed for the Fenton Street Streetscape Project and a number of constructability and drainage risks have been identified. A phased alternate approach to implement prerequisite drainage improvements has been developed. Prior to proceeding to construction, the City will engage with Fenton Street residents to receive community feedback.
WHAT'S HAPPENING

Join us for the second round of engagement at the Queensborough Middle School Library located at 833 Salter Street, New Westminster Thursday, April 16 from 6:00 – 9:00 pm.
We encourage you to attend the session to learn more about the proposals, how they may affect your property and share your input on the preferred option.
Important: Some properties on Fenton Street have driveways, front gardens or other features built on City-owned land. One of the proposed options for installing sidewalks on Fenton Street requires removing these features.

- City staff visited each household on Fenton Street during evenings on the week of May 26 to invite residents to attend one of two community engagement sessions held on June 10th and June 12th, where staff presented the phased alternate approach to address drainage risks, to discuss, ask questions and share their input. Feedback was captured and summarized in the What We Heard report which was shared with Council on July 7th.
After receiving feedback from residents, staff are currently working with the engineering consultant on the following next steps to:
- Hire a contractor to begin ditch and culvert cleaning and schedule the work to be completed in Q3 2025, prior to the onset of the fall rainy season.
- Complete the following analysis and report back.
- Prepare an implementation plan to guide the immediate and short-term actions proposed for the remainder of 2025 and into 2026.
- Develop options for reintegrating the drainage system along the west side of Fenton Street and complete the conceptual and preliminary design.
- Prepare an options analysis, including cost estimates for potential solutions mentioned during community engagement for onsite pumping, offsite pumping and other considerations which continue to work towards the ultimate Fenton streetscape.
- Conduct another engagement session to present the options to Fenton Street residents and seek further feedback.
- Develop standard operating procedures for staff to monitor and inspect the drainage system.
- Update the “Projects on the Go” webpage with the “What We Heard Report” from community engagement events, as well as frequently asked questions, and continue to update it as pertinent information becomes available.

Q: How will the City ensure this process will be transparent and equitable for all Fenton St residents?
Staff are committed to provide updates for Fenton Street residents regularly and at critical junctures as the project proceeds. Information will be updated regularly here on the Projects on the Go webpage. Also, another community engagement session will be conducted when the options analysis is completed, similar to the sessions held in June 2025.
Q: How will drainage upgrades be prioritized?
As presented at the community engagement sessions in June, downstream drainage improvements that are a prerequisite for the ultimate streetscape project are currently prioritized. The goal for these improvements are to address the immediate flooding risks currently present on Fenton Street.
Q: What is the capacity of the current drainage system to support new developments in the area?
We will be looking at the drainage system capacity as part of the downstream drainage improvements work and also options analysis. More information will be provided once the analysis is completed.
