Project background
The City of New Westminster will be conducting rehabilitation work on the retaining wall located along the north side of Westminster Pier Park.
The existing Deltalok retaining wall was constructed approximately 14 years ago and has experienced significant deterioration in recent years. A 2024 condition assessment identified accelerated wall failure and recommended rehabilitation measures to stabilize the slope and protect adjacent infrastructure and park areas.

What's Happening
Anticipated construction dates: Late July – December 2026
The project will rehabilitate the existing wall system by reinforcing it with soil nails and applying a shotcrete facing to stabilize and support the structure.
This approach will:
- Retain the existing deteriorated soil bag wall where feasible
- Strengthen the wall by installing soil nails into the slope
- Apply a reinforced shotcrete finish to improve long-term stability
- Minimize impacts to nearby park features, utilities, trees, and the adjacent rail corridor
The selected rehabilitation method is intended to reduce overall disruption while extending the life and safety of the retaining wall system.
Public Impact
Construction activities are expected to create temporary impacts in the area, including:
- Limited access to the planter area located at the top of the wall
- Construction noise and equipment activity during working hours
- Intermittent truck traffic along Front Street as crews mobilize materials and equipment
- Possible temporary pedestrian routing adjustments near the work zone
Efforts will be made to maintain public access to the park wherever possible and minimize disruptions during construction.
Project Goals
The rehabilitation project is being undertaken to:
- Improve public safety
- Stabilize the retaining wall and adjacent slope
- Protect park infrastructure and surrounding utilities
- Reduce the risk of further deterioration or failure
- Preserve access and usability of Westminster Pier Park for the long term
Further details regarding construction timing and traffic management will be shared with the public as the project progresses.
