Background
Active Transportation Network Plan (ATNP)
In October 2022, Council approved the Active Transportation Network Plan, initiating a five-year plan to develop a network of active transportation routes to connect major destinations, including neighbourhoods, commercial areas, civic facilities, schools, parks, and routes between different regions.
This network will be user-friendly for people of all ages and abilities and make walking and biking in New Westminster safer, more accessible, and more convenient. It’s an exciting step to building a more accessible, equitable, and sustainable city!
What's Happening
To better support walking, wheeling, and cycling along London Street the City of New Westminster is making changes to London Street between Eighth Street to BC Parkway. This project received generous financial support from TransLink.
The City held public engagement during May-June 2025 and adjusted designs based on feedback. The What We Heard Report is available at beheardnewwest.ca/en-CA/london-street

Key Changes
Improvements along this route aim to create an active transportation connection that is comfortable for most users, with less traffic, lower vehicle speeds, and traffic separation on busier sections of the route. This will allow people to move comfortably and safely on foot, bicycle, and other non-motorized transportation options.
1. Pullover pockets for vehicles and cyclists to pull over and yield to oncoming traffic. These pullover pockets feature a small, quick-build curb extension, to restrict parking but allow more space for users to pull over. Feedback received from public engagement resulted in this adjusted design that removes only four spaces on each block to create these pockets.

2. Signage to enforce existing parking restrictions for drivers to understand where no stopping restrictions already exist, which is typically within six metres of the intersection corner. Currently, drivers park near intersections along London Street blocking sightlines and reducing safety for all users.

3. Traffic diversion on London Street for reducing vehicle volumes and short-cutting traffic. Public engagement feedback showed support for discouraging vehicles from shortcutting through the neighbourhood. Instead of a series of alternating one-way vehicle traffic blocks, there will be three traffic diverters installed:
- Star diverters will be installed at Thirteenth Street and London Street and at Tenth Street and London Street. These diverters only allow right turns at these intersections.
- A diverter creating one-way traffic between 20th Street and 19th Street will be installed. One-way traffic flow will be only one block, between 20th Street and 19th Street. This allows only westbound vehicle traffic on this block and prevents eastbound traffic from entering London Street at 20th Street.

4. Other upgrades: Other upgrades along the route include improved street lighting, paint and signage, improved crossing at 23rd and upgraded Rectangular Rapid Flashing Beacons (RRFBs) for pedestrian crossings at 12th Street.
Construction update
Construction is anticipated to begin in August 2026. A detailed construction letter regarding dates and traffic impacts will be sent in advance to residents and businesses in the area.
